- Biographical / Historical:
George P. Smith, II, 1939-, is an emeritus professor of law at Catholic University, a Resident Fellow at The Institute for Advanced Study at Indiana University, and an Affiliated Scholar at The Georgetown University School of Medicine's Center for Global Health, Science and Security in Washington, D.C.
Smith was born in Wabash, Indiana, where his father and uncle practiced law. He attended St. Bernard School and graduated from Wabash High School in 1957. He went on to earn a bachelor's degree in business, economics, and public policy from Indiana University Bloomington in 1961, followed by a Juris Doctor in 1964. During his time in law school, he served on the Indiana Law Review. In 1975, he completed a Master of Laws (LL.M.) at Columbia University.
Smith has been acknowledged as an authority on the legal and ethical questions emerging from modern medicine and described as a "prescient prophet of the New Biology." A bibliography documenting his publications in law, science, and medicine from 1964 to 1989 was published in the Journal of Contemporary Health Law and Policy. In 1989, marking the twenty-fifth anniversary of his academic career, U.S. Congressman John T. Myers honored Smith for his distinguished contributions to the legal profession.
