Background

Biographical / Historical:

Multiple collections of Congressional Record excerpts were compiled by staff members and have been retained in the files of those staff members, in addition to those included in the Speech Files. Speech drafts found in Legislative Working Files remain as received in those files designated by topic. Published articles will also be found throughout the collection.

Scope and Content:

The Speech Files include drafts of speeches, statements, press conferences, and testimonies as well as the supplementary materials used to support writing on various legislative issues. There is overlap between the Speech Files and the Trip Files in the Office Management series. since many speaking engagements were part of a trip.

The Writings include typescripts for chapters of One Heartbeat Away, Bayh's book on the development of the 25th Amendment to the Constitution, and of an apparently unpublished book to build support for abolishing the electoral college entitled Toward a More Perfect Union. The Articles subseries includes files as received including drafts and correspondence about articles. More articles are to be found throughout the collection, most notably in the Subcommittee to Investigate Juvenile Delinquency series.

Arrangement:

The Speech Files have been grouped into two subseries, one chronological and one topical, and are as received. The chronological subseries spans from 1963-1980, while the topical subseries covers 1963-1970. Documents within the folders are in chronological order. Item lists of the individual speeches in each folder appear below. Topics of the speeches are noted in parentheses, where applicable.

The Writings are grouped into two subseries: Books and Articles.

Letter-size documents and legal-size and other oversize documents are stored in separate containers. The folder list groups all folders on a given topic together regardless of size, with indications to the left of the relevant box number. Folders with no box number are in the box last indicated above them.

There are no access restrictions for this collection. However, it is in offsite storage, thus arrangements for use must be made in advance.

Researchers will be required to sign an agreement to protect third-party privacy with regard to all correspondence. Permission must be obtained for any use beyond conventional academic quotation and citation.
