Background

Biographical / Historical:

Senator Bayh served on the Subcommittee to Investigate Juvenile Delinquency from 1963-1976, first under the chairmanship of Thomas Dodd, then as chairman from 1971-1977. With a strong activist staff, the subcommittee delved into the causes of juvenile delinquency as well as its punishments, leading to the establishment of a separate juvenile justice system and extensive examination of incarceration, guns, and drugs on an international scale through hearings and reports.

Scope and Content:

The collection consists of the administrative and staff files generated in connection with Bayh's service on and chairmanship of the Judiciary Committee's Subcommittee to Investigate Juvenile Delinquency that were received as part of his collection and the files of his staff director and chief counsel from 1973-1977, John M. Rector, which were added subsequently. A separate John M. Rector Papers collection also contains some related material.

Documents deemed to be part of the subcommittee's official files have been returned to the National Archives and replaced by scans or photocopies. Also included are digital audio files from recordings of hearings of the subcommittee received as audiocassettes.

In early 1977, the Judiciary Committee subcommittees were consolidated. In 1978, issues related to juvenile justice previously handled by the Subcommittee to Investigate Juvenile Delinquency were incorporated into the jurisdiction of the Subcommittee on the Constitution as relating to children's rights while other matters relating to juvenile delinquency were transferred to the Criminal Laws Subcommittee of the Judiciary Committee.

Arrangement:

Files are divided into two groups: Juvenile Delinquency Subcommittee files, which were included in the original gift from Senator Bayh; and Chief Counsel files, which consist of a later gift from John M. Rector, who served as subcommittee staff director and chief counsel from 1973-1977.

The files have been arranged according to archivist-assigned topic areas, then alphabetically by folder labels, which are as received, with some minor modifications and additions for clarity and in some cases adjustment to enable chronological sequence on specific legislation. Documents within the folders are in chronological order.

Letter-size documents and legal-size and other oversize documents are stored in separate containers. The folder list groups all folders on a given topic together regardless of size, with indications to the left of the relevant box number. Folders with no box number are in the box last indicated above them.

There are no access restrictions for this collection. However, it is in offsite storage, thus arrangements for use must be made in advance.

Researchers will be required to sign an agreement to protect third-party privacy with regard to all correspondence from private individuals. Permission must be obtained for any use beyond conventional academic quotation and citation.

Photocopying and scanning are possible with permission.
