Background

Biographical / Historical:

The original 1963 office was divided into four units overseen by Administrative Assistant Robert Keefe: Legislation, Department Relations, Press, and Services. Legislative staff was headed up by Robert Pitchell and under him Larry Conrad, with two legislative aides. With Bayh's assumption of the chairmanship of the Judiciary Committee's Subcommittee on Constitutional Amendments at the end of September 1963, Larry Conrad became his chief counsel in that role. Shortly thereafter, Clark Norton left his teaching position at DePauw University to join the staff as "Executive Secretary," which engaged him in both legislative and Indiana affairs. His files as Executive Secretary, covering 1964-1969, have been kept separate within the Office Series; they overlap to some extent with the Legislative Assistant's files in the Legislative Administration files of the Legislative Activity and Administration Series.

By 1969, Keefe had restructured the office to resemble a typical Senate office, with departments for legislation, Indiana affairs, press, political matters, and office administration. The Legislative Department was headed up by Clark Norton until his departure in 1971, then by P.J. Mode and Howard Paster in quick succession, followed by Tom Connaughton and finally Eve Lubalin.

Scope and Content:

The Legislative Activity series contains both printed and staff-generated materials on legislative activity and voting records. The Legislative Administration subseries contains documentation of the internal workings of the Legislative Department, including administrative files, legislative directors' files, correspondence, mailings, individual staff memoranda and files, and travel files.

Arrangement:

Basic arrangement within both the Legislative Activity and Legislative Administration subseries is by Congress, then by alphabetical subheadings, then alphabetically by folder label. Subheadings within the Legislative Activity subseries are Action Summaries; Actions chronologically by Congress, including Floor Records and Statements and Bills; and Voting Records.

Subdivisions for each Congress within the Legislative Administration subseries are Administration, Correspondence, Legislative Assistant/Director, Mailings, Memos, Staff Files arranged by staff member (alphabeticzl by first name since last names were not always available), Staff Memos by staff member, and Travel.

Letter-size documents and legal-size and other oversize documents are stored in separate containers. The folder list groups all folders on a given topic together regardless of size, with indications to the left of the relevant box number. Folders with no box number are in the box last indicated above them.

There are no access restrictions for this collection. However, it is in offsite storage, thus arrangements for use must be made in advance.

Researchers will be required to sign an agreement to protect third-party privacy with regard to all correspondence. Ppermission must be obtained for any use beyond conventional academic quotation and citation.
