Background

Biographical / Historical:

Upon entering the Senate, Bayh was appointed to the Judiciary Committee and the Committee on Public Works, the latter becoming the main vehicle through which he could provide direct service to the citizens of Indiana. For his full term on the committee (1963-1972) he served on the Subcommittee on Flood Control, Rivers, and Harbors, working toward needed flood control projects in Indiana as well as the Indiana Port on Lake Michigan, and from 1964 to 1972 on the Subcommittee on Air and Water Pollution. As a result of his tenacious pursuit of disaster relief legislation following the Palm Sunday tornadoes of 1965 that ravaged northern Illinois and Indiana, he was appointed chair of a Special Subcommittee on Disaster Relief (1969-1970), and in 1971 he became chair of the Subcommittee on Roads.

In August 1972 he secured a much desired appointment to the Appropriations Committee, which terminated his membership on the Committee on Public Works but gave him a potentially greater role in the funding of public works projects for which he had been working.

Scope and Content:

Materials consist of bills, reports, legislative working files, supporting materials from agencies, and staff memos and correspondence relating to the public works legislation upon which Bayh and his staff worked.
