The Indiana AIDS Fund (IAF) was founded in 1994 as a private, philanthropic fund-raising and grant-making institution with the goal of supporting HIV/AIDS prevention, education, and services in Indiana. It began as a joint fund-raising and distribution initiative jointly convened by The Health Foundation of Greater Indianapolis and the Indiana State Department of Health. In 1995, the IAF partnered with the National AIDS Fund (later reorganized as AIDS United) as a community partner to spearhead local prevention activities in Indiana. Their efforts spanned the state geographically, and funding priorities centered on HIV prevention programs, harm reduction programs and advocacy, secondary HIV prevention programs (i.e., slowing disease progress), and at-risk populations including youth, injection drug users, and adults belonging to a range of gender, race, and ethnic groups.
In 2002, the IAF described its vision: "The Indiana AIDS Fund believes that all persons who are HIV positive must have access to and receive all necessary services and that programs must be in place that will stop the spread of new HIV infections. To that end, the IAF strives to be the premiere public charity in Indiana in the fight against HIV disease." Its core values centered around statewide identification and assistance for underserved populations, diverse fund-raising and grant-making, and responsible grant distribution and expectation of grantee performance.
The IAF's activities were administered by an Advisory Board, which in 2001 split to form a Board of Directors as well to handle administrative business, and board members served on the Grants Committee, Marketing Committee, and Fund-Raising Committee.
The IAF's major fund-raising and publicizing efforts circulated around two yearly events: the Indiana AIDS Walk and Spotlight, a ticketed charity event highlighting performances by Indianapolis arts groups. Additionally, the IAF was instrumental in the construction of the Indiana AIDS Memorial at Crown Hill Cemetery, dedicated on October 29, 2000.
- Scope and Content:
The Indiana AIDS Fund Records consist of six series: Administrative Records, Financial Records, Grant Records, Events, Associated Organizations, and Publications and Reports.
Administrative Records, 1986-2004, includes minutes and agendas from Advisory Board/Board of Directors meetings, as well as committee reports, board members' and directors' correspondence, proposal evaluations, and institutional affiliations. Together, these give insight into the institutional history of the IAF, as well as its rationale for funding decisions.
Financial Records, 1989-2003, contains financial records and reports, but is dominated by materials concerning the IAF's efforts to seek outside funding, especially proposals, communications, and grant agreements. This significantly includes documentation of their National AIDS Fund partnership grants, as well as a number of prominent local Indianapolis foundations and trusts.
Grant Records, 1997-2005, is divided into two subseries: Grants Awarded and Rejected Proposals. Grants Awarded contains grant agreements, correspondence, and financial/activity reports from organizations the IAF supported during this time period. Each grant either funded a particular project led by that organization, as part of the yearly awards made by the IAF, or is identified as direct emergency financial assistance (DEFA). These DEFA grants served as urgently needed financial support for unexpected occurrences in the circumstances of people living with HIV/AIDS. Rejected proposals track unsuccessful applications for funds. Note that some organizations might be represented in both sub-series.
Events, 1995-2004, consists predominately of materials relating to the two main annual events sponsored by the IAF: AIDS Walk Indy and Spotlight. Each of these merits its own subseries, arranged chronologically, which details the planning, publicity, and results of the events. The series also contains records of meetings, conferences, and less-regular events involving the IAF. Associated Organizations, 1998-2005, contains records of organizations affiliated with the IAF or its board members, and with similar missions. These include primarily the Indiana HIV/AIDS Alliance; Learning Well, an organization dedicated to providing school-based primary health care services for Indiana children; and Youth and Diversity, a project to educate individuals working with gay, lesbian, bisexual, and transgender (GLBT) youth in Indiana.
Publications and Reports, 1988-2006, are subject-related files maintained by the IAF, concerning HIV/AIDS prevention, as well as GLBT and "Out" subject matter more generally, especially relating to youth outreach and support. The series includes clippings and articles, conference reports, resource guides, funding guides, newsletters, pamphlets, and one video.
