Background

Biographical / Historical:

Joseph Walker Barr, 1918-1996, was born to Stella Florence Walker and Oscar Lynn Barr in Bicknell, Indiana, on January 17, 1918. He completed his BA at DePaul University in 1939 and his MA in economics at Harvard University in 1941. He served in the United States Navy during World War II. After the war, he worked in business before deciding to go into politics. He served as a member of the 86th Congress from Indiana (1959-1960), as assistant to the Secretary of the Treasury (1961-1964), as chairman of the FDIC (1964-1965), as Under Secretary of the Treasury (1965-1968), and as 79th Secretary of the Treasury (1968-1969). He then worked as for the American Security and Trust Company (1969-1974) and the Federal Home Loan Bank in Atlanta, Georgia (1977-1981). Barr died in Playa del Carmen, Mexico, on February 23, 1996.

Scope and Content:

The papers include memoranda; papers on congressional activities; general files, from Africa to White House; speeches and remarks; statements before House and Senate committees; tapes of interviews on television (some of the transcripts may be found in Speeches); press releases; printed materials; and clippings. The papers refer to legislation relating to the Asian Development Bank, campaign contributions, gold and the balance of payments, interest rates for savings and loan institutions, international development institutions, participation sales, truth-in-lending, and reports covering transition from the Johnson to the Nixon administration.
