Background

Biographical / Historical:

Upon Bayh's election in November 1962, Robert Pitchell, associate professor of government and associate director of Indiana University's Bureau of Government Research, arranged to take a year's leave to oversee the legislative work of Bayh's office. When Pitchell left in February 1964 to become president of Roosevelt University, Clark F. Norton, professor of political science at DePauw University, became de facto legislative director until 1971. The ramifications for Indiana of any piece of legislation were foremost in the minds of Bayh and his staff, leading to a great deal of overlap between files kept by Indiana Department staff members and those assigned to the Legislative Department and often to intermingling of legislative, committee, and Indiana concerns within a given file.

Where known, the staff member who created a file is indicated by initials in parentheses beneath the heading in the center of the folder tab (also noted in the folder list in brackets). Key staff members who contributed to the legislative work are listed below in roughly in chronological order. Their files of memos and correspondence are to be found in the Legislative Administration subseries of the Legislative Activity and Administration series as Staff Files and Staff Memos.

Scope and Content:

The Legislative Working Files include the files of staff members specifically assigned to legislative topic areas but also include Indiana projects where they were subject to federal legislation. There is thus overlap between this series and the Indiana Working files. Because of Bayh's numerous committee memberships and chairmanships, files in a particular legislative area may also appear in the files of particular committees (Appropriations, Public Works, Judiciary, and the Judiciary Committee's Subcommittee on Constitutional Amendments and Subcommittee to Investigate Juvenile Delinquency).

Arrangement:

The arrangement of the Legislative Working Files uses as a departure point the filing systems of several staff members who grouped files within the topical areas to which they were assigned. This has been extended so that all files on a given topic are together. Within each topic, folders are arranged alphabetically by title, which has in some cases been standardized in order to keep folders on a given topic together. Folders with the same title are arranged chronologically, as are documents within folders.

Letter-size documents and legal-size and other oversize documents are stored in separate containers. The folder list groups all folders on a given topic together regardless of size, with indications to the left of the relevant box number. Folders with no box number are in the box last indicated above them.

RESTRICTIONS:

There are no access restrictions for this collection. However, it is in offsite storage, thus arrangements for use must be made in advance.

TERMS OF ACCESS:

Researchers will be required to sign an agreement to protect third-party privacy with regard to all correspondence. Permission must be obtained for any use beyond conventional academic quotation and citation.

Photocopying and scanning are possible with permission.
