Founded in 1972, the Program for Advanced Studies in Institution Building and Technical Assistance Methodology (PASITAM) was supported by a grant by the Midwest Universities Consortium for International Activities (MUCIA) and represented Indiana University's major contribution to that program. PASITAM's mission was to to acquire, develop, and disseminate information about project design and implementation. Collection is organized in three series: Project, containing files maintained for use in developing their training materials and newsletters; Analytical Skills Workshop, containing files pertaining to PASITAM's major project which produced a series of training modules; and Reports, consisting of PASITAM's annual reports.

Background

Biographical / Historical:

The Program for Advanced Studies in Institution Building and Technical Assistance Methodology (PASITAM) was founded in 1972. Supported by a 5 year, $1 million dollar grant to the Midwest Universities Consortium for International Activities (MUCIA), it represented Indiana University's major contribution to that program. William J. Siffin, a professor in the department of government (now political science), was appointed by MUCIA to head the PASITAM program. Siffin assumed the directorship in 1972 with the awarding of the initial grant. He remained director until 1982.

PASITAM's mission was to acquire, develop, and disseminate information about project design and implementation. In carrying out this mission, the staff did not do original research but instead gathered information from project reports, technical publications, scholarly research, and other secondary sources. Once collected, the information was synthesized into brief, readable documents, including a newsletter, a series of problem-oriented "Design Notes", and videotapes.

One of PASITAM's major projects was the Analytical Skills Workshop. It was established in 1976 in support of an effort by the U.S. Agency for International Development to improve its training efforts. The ASW project produced a series of training modules intended to develop participants' ability to define and analyze problems, assess possible solutions, and design appropriate interventions. Between 1976 and 1980, 244 people took part in 11 separate workshops held under this program.

Scope and Content:

The PASITAM Records consist of three series. The Project Series contains files which the office maintained for use in developing their training materials and newsletters. Folders are arranged alphabetically by subject. Span dates are from 1975 to 1980, though some of the material is not dated.

The Analytical Skills Workshop Series is the largest in the collection. It contains materials dating from 1975 to 1985, though again there is much undated material in this series. It is divided into four subseries which reflect various aspects of this major program. The Correspondence subseries is arranged alphabetically by author or subject. An Administrative Files subseries contains records about the Analytical Skills Workshop, including staff resumes, a description of the program, and files on individual workshops. It is arranged alphabetically. Development of the ASW modules required an extensive amount of information. The Subject Files subseries contains materials collected for the development of ASW training materials. This subseries is arranged alphabetically by subject, and a majority of the folders are not dated. The final subseries consists of the ASW modules themselves. These are primarily printed, spiral-bound documents which were given to workshop participants. This material is arranged alphabetically by title, and much of it is undated.

Finally, the Report Series contains PASITAM's annual reports and two bound volumes. The annual reports are arranged chronologically. They date from 1976 to 1980, though unfortunately do not include every annual report produced between those years.
