Abstract:
The origins of the University Faculty Council can be traced back to a University reorganization begun by university president Elvis J. Stahr. In 1969 the University Faculty began a council for policy and academic decisions for the broader multi-campus University system, as the Bloomington Faculty Council became a legislative body for the faculty on the Bloomington Campus. This collection consists of the agendas, minutes, circulars and supporting documents of the University Faculty Council, the governing body of the university faculty throughout the Indiana University system.

Background

Biographical / Historical:

The University Faculty Council is the governing/representative faculty body for the entirety of the Indiana University Faculty, including teaching and library faculty representatives from the Bloomington, IUPUI Indianapolis, East, IPFW Fort Wayne, Kokomo, Northwest, South Bend and Southeast campuses. The structure of the University Faculty Council, then, is meant to inspire confidence in the UFC as an institution that will represent faculty interests and views. At the same time the UFC is a significant forum at the system level for engagement between faculty and administration.

The University Council, as it was originally known, was formed by a committee in 1929 and first met 25 March 1930. The Council was involved with faculty matters as well as University interests, eventually supplanting the committee on promotion of University interests. The University Council was composed of two members from each school, one senior and one junior, male faculty member.

In 1969 the Bloomington Faculty Council split from the University Faculty Council, although Bloomington still had representatives in the broader University Faculty Council.

In 2002 the University Faculty Council holds at least one regular meeting each semester. It is composed of representatives from each campus – one for every one hundred voting members on each campus, with no fewer than one representative per campus. Some members of the administration have ex-officio votes at UFC meetings, including the President of the University. The Council has fourteen committees including: Affirmative Action, Agenda, Distributed Education, Educational Policies, Faculty Affairs, Faculty Compensation and Benefits, Faculty Governance, Finances and Facilities, Honorary Degrees, Library, Student Affairs, Technologies Policy, University Planning, and University Research Policy.

Scope and Content:

This collection of the University Faculty Council Records begins in 1969, after the University Council split into the Bloomington Faculty Council and the University Faculty Council. The collection consists of four series: Minutes and Agendas; Circulars; Administrative Documents and Committee and Subject files. The Agendas and Minutes (1969-2015)are arranged chronologically by meeting date, while the Circulars (1969-2015)are arranged numerically with the number corresponding to the order in which the documents were issued to the University Faculty Council for review. By exception, for circulars dated 1970-1972, the same numerical system was used for both the Bloomington Faculty Council and the University Faculty Council. In order to avoid confusion the complete list of circulars has been included in both collections. Some circulars from 1972 include a (B) or a (U) following the number of the circular in order to attribute it to the appropriate office. The Administrative Documents series (1969-2014)is comprised of two sub-series: Legislative Documents and Annual Summaries. The Legislative documents (1969-2015) include various supporting documents of the University Faculty Council such as versions of the constitution and bylaws and reports relating to topics discussed during meetings. The second sub-series consists of Annual Summaries (1969-1992), which provide a lists of membership, actions taken, circulars and committee membership. The final series, Committee and Subject files (1973-2010) consists of files representing the UFC standing committees such as the Agenda, Faculty Affairs and Honorary Degree committees as well as topical files on issues such as intellectual property.
