Abstract:
In 1953, the University of California, Indiana University, and several other members of the Big Ten conference met and unanimously endorsed a proposal of the president of the University of California to undertake an inter-institutional statistical survey. The survey focused on three broad areas: Administration and general; Instruction and research; and Physical plant. By 1961, their findings had been published and distributed to the participating institutions. Collection consists of raw data, forms, correspondence, meeting minutes, and final reports, primarily originating from the Indiana University administrators participating in the project.

Background

Biographical / Historical:

In April 1953, the presidents of the University of California, Indiana University, State University of Iowa, Michigan State University, University of Minnesota, and Purdue University met in Chicago and unanimously endorsed a proposal of the president of the University of California to undertake an inter-institutional statistical survey. Later, Pennsylvania State University, University of Washington, Vanderbilt University and Wabash College were added to the study.

The purpose of the study was to provide data to facilitate intra- and inter- institutional comparisons by the participating institutions and others. The study collected data on three broad areas of the institutions: Administration and General; Instruction and Research; and Physical Plant. It did not attempt to determine the quality of instruction or formulate conclusions as to proper standards of operation.

In 1959, at another meeting in Chicago, the committee met again and approved the final report for publication. Many expressed the desire to keep contact open between the schools so that another study might be done. However, by January 1961, the reports were published and no more meetings of the committee were scheduled. The California and Western Conference Cost and Statistical Study had come to an end.

Scope and Content:

The California and Western Conference Cost and Statistical Study records range in date from 1950-1961 with the bulk of the material coming from the years 1954-1955. The collection is organized into four series; Administrative files; Reports; Data; and Forms. The series Administrative files is further organized into three sub-series: General study information; Financial files; and Correspondence. The Reports series is divided into two sub-series: Informal and Formal. The oversized material in the collection is listed where it would fall organizationally but is physically located in box 6.

The first series is Administrative files. It contains materials dating from 1953-1961. It is organized into three sub-series. The first sub-series is General study information. This sub-series spans the years 1953-1961 and includes informal reports, some correspondence, and a small amount of data all having to do with the overall perception and aim of the study. The second sub-series consists of material from the years 1953-1957 and is entitled Financial files. As the title suggests it contains information about expenditures during the study. The third sub-series is correspondence. The letters in this sub-series come from the years 1953-1958. While the bulk of the correspondence can be found in the folder labeled Big Ten/ California correspondence, there are four files with individual names. These individuals are professionals hired by the institutions to do various aspects of research and/or calculations.

The second series is Reports. This series spans the years 1950-1961. It is divided into two sub-series; Informal and Formal. The first sub-series, Informal, consists of records dating from the years 1953-1961. This series includes minutes and informal reports, such as memos or notes that were made by the committee. Formal, the second sub-series, contains typed reports produced by the committee that address different aspects of the project. It spans the years 1950-1957. It also includes a number of plastic bound final reports that were given to institutions upon completion of the study. The reports of the California and Western Conference Cost and Statistical Study contain data from the years 1954-1955. However, they are labeled undated since the publication date itself is missing. The bound reports also include reports about the medical schools of the institutions.

The third series covers the years 1953-1957. The title of this series is Data and contains lists and tabulations of data created in the study not governed by a standard form established by the committee. The folder entitled "C&WCCSS multiple layout forms/forms for electronic accounting machine cards" consists of photocopies of oversized reports, which were Photostat copies themselves. After being photocopied, the original oversized materials were then discarded. The bulk of the raw data has to do with Indiana or Purdue University.

The last series, Forms, spans the years 1953-1956. This series consists of the blank and completed forms created by the committee. Many of these forms were originally bound in cardboard and metal binders, while others are photocopies of the originals which were oversized. The duplicates of blank forms and their instructions were discarded.

Appraisal information:

The folder entitled "C&WCCSS multiple layout forms/forms for electronic accounting machine cards" consisted of photocopies of oversized reports, which were photostat copies themselves. These were photocopied onto smaller paper to make them more manageable. Also, records for the Four State Schools Study were found in the collection and were removed and transferred to Collection C301.
