Background

Biographical / Historical:

Roger Landrum (1937-2017) was an American philanthropist. Landrum grew up in Osceola County, Michigan, and graduated from Albion College in 1959 with a bachelor's degree in English. Landrum went on to earn a master's in English from Bowling Green University and a doctorate in education from Harvard University, where he taught from 1976-1977. Landrum served as a Peace Corps volunteer in Nigeria from 1961 to 1963, an experience which inspired him to pursue a career in the non-profit sector. Landrum's career post-Peace Corps was devoted to developing both government and non-government community volunteer programs modeled after the Peace Corps. Landrum's efforts culminated in the founding of Youth Service America in 1986 and the passing of the National and Community Service Acts of 1990 and 1993. He was a co-founder of the National Peace Corps Association (formerly the National Council of Returned Peace Corps Volunteers). Landrum was awarded an honorary Doctorate in Public Service from Albion College in 1997. The Landrum Global Studies Fellowship, named in his honor, allows Albion College students to create an individualized study-abroad program in a non-Western country. Landrum was an avid photographer in his free time and won the Prix de la Photographie Paris and an International Photography Award for his art photography in 2008. Landrum died on December 9, 2017 at age 80. Today, Youth Service America engages young persons from 5 to 25 in service-learning and volunteer programs designed to foster community and civic engagement.

Scope and Content:

This collection documents the professional activities of Roger Landrum, including his involvement with the New Framework Group, the National Youth Community Service Project, and Youth Service America. This collection also documents the activities of the organizations themselves, such as members' meetings and conferences. The materials created by the New Framework Group, National Youth Community Service Project, and Youth Service America were Landrum's own copies as he kept in touch with organization staff and followed organization activities. Also included in the collection are Landrum's writings for trade publications and national periodicals, personal speeches, and speeches given to professional organizations. Materials are textual in nature and comprise newsletters, correspondence, memorandums, periodical articles, conference programs, and annual and research reports. This collection has been divided into six series and two subseries, described below: Series I: New Framework Group, 1982-1983. Documents the activities of the New Framework Group, a policy think-tank founded by public policy analyst and social scientist Daniel Yankelovich in 1982. The New Framework group was divided into four subcommittees focused on foreign policy, domestic social policy, economic policy, and the role of government. Subcommittees, under the direction of a rapporteur, composed reports on current events and issues related to the subcommittee. Includes reports from the subcommittees on the role of government, economic policy, and defense and international affairs; minutes of the meetings of the executive committee and subcommittees; correspondence; and membership lists. Series II: National Youth Community Service Project, 1979-1983. Sponsored by the Potomac Institute, the Committee for the Study of National Service was founded in 1977 to address the high rate of unemployment among young adults and different domestic social needs. Landrum toured Europe and Japan and studied their government service programs as a potential model for such a program in the United States. Includes Landrum's 1979 report on his tour, the founding documents of the National Youth Service Project, progress reports, and a study of the effects of participation on Project members. Series III: Youth Service America, 1989-1995. Comprises mainly publications of Youth Service America, including promotional materials, conference reports and programs, annual reports, newsletters, and meeting minutes of the board of directors, along with some correspondence between Landrum and Youth Service America staff. Series IV: Government Programs, 1988-1999. Includes the outline of the 1990 National and Community Service Act; speeches given by former President George H.W. Bush on the subject of a national service program; and guidelines for the Corporation for National Service National Service Fellowships. Series V: Speeches, 1979-1997. Comprises speeches given by Landrum to different professional and volunteer organizations, Albion College commencement, and a eulogy for his friend and Peace Corps colleague, David Schickele. Series VI: Publications, 1947-2012. Subseries A: Roger Landrum's Publications, 1980-2002 comprises Landrum's opinion editorials for The Washington Post and The New York Times arguing for the creation of a national service program as an alternative to military conscription. Subseries B: Other Publications, 1947-2012 comprises publications which influenced or were influenced by Landrum's work. Includes periodical articles and research reports related to the topics of federal and private community service programs, civic engagement, volunteering, and conscription and its alternatives.
